  17. <p>     All across Eastern Europe, former communist leaders have
  18. been called to account for abuses they committed during their
  19. years of power. Romania's Nicolae Ceausescu was summarily shot;
  20. others have been imprisoned or put on trial. But Erich Honecker
  21. may escape retribution. Soviet authorities last week secretly
  22. flew the former East German leader to Moscow, beyond the reach
  23. of a German warrant charging him with manslaughter.

  25. <p>     Officially, the ailing Honecker, 78, was moved for
  26. "humanitarian reasons"--treatment of circulatory and kidney
  27. problems. But the German government charged that the Soviets
  28. violated international law by removing an indicted man from
  29. legal jurisdiction. "We cannot and will not accept what has
  30. happened," said Foreign Minister Hans-Dietrich Genscher. "The
  31. German government expects him to be brought back."

  33. <p>     Honecker is charged with issuing a "shoot to kill" order
  34. that resulted in the death of scores of East Germans attempting
  35. to cross the border to the West. Before his flight to the
  36. Soviet Union, he was under Soviet protection at a military
  37. hospital in Beelitz, south of Berlin, where court officers were
  38. prevented from serving the arrest warrant. Despite the
  39. protests, Honecker's lawyer believes the charges will be
  40. dropped and he probably will not return to Germany.
